I have a 1990 Toyota Corolla where someone has scrapped off the headliner foam.

I have a 1990 Toyota Corolla where someone has scrapped off the foam and tried to use a contact cement or rubber cement to re-adhere the vinyl cover to the Styrofoam board. If I replace the vinyl cover with a foam cloth will it still be able to adhere to the Styrofoam board or do I have to prime it or even buy a new board?

What you got on there needs to be snatched off (the old vinyl material, I mean). If you could; remove the old vinyl that was put on the headliner board; and then clean it the best you can (hasn't got to be clean enough to eat off of). You should be able to apply the new cloth then, and get some very good results, I might add. It will make your 1990 Toyota Corolla look new, up top at least!
