Can I glue the old material back up on my sagging headliner?

It is almost impossible to reglue the old material and make it look good. Headliner comes from factory with 1/4 or 1/8 inch foam on the back and when it comes down...the foam is probably gone. When the old foam deterioates, it is either like fine dust or sticky gluey stuff; either one of these two will prevent good adhesion of the new headliner material.

A lot of people try (in vain) to glue the old headliner in their car or truck back up, but in the end they always have to replace it.
